Framework Agreement for Provision of Permitting and Location Construction/Supervision

Chevron Polska Energy Resources Sp. z o.o. ("Company") intends to award one or more non-exclusive framework agreements for the Provision of Permitting and Location Construction/Supervision and associated services required for Company's shale gas program in Poland. Economic operators must be in a position to provide the services as and when required by Company. Preference will be given to economic operators who can provide the most from the list of services as described in section II.2 of this Notice.
Call-offs against the framework will be issued to the provider with the most economically advantageous framework agreement and Company will use the same award criteria as stated in the framework agreement invitation to tender. Only where the terms laid down in the framework agreement are not complete enough for a particular call off, will Company hold a mini competition with all the providers awarded a framework agreement and capable of meeting the particular need against the terms and conditions of the agreed framework agreement.
The Framework Agreement may include either or all the requirements below, as one single Framework Agreement or separate Framework Agreements that might be awarded to different Economic Operators.

The services to be provided include, but are not limited to:1. Services required to lease / acquire sufficient land to build drilling locations as and when required by Company including but not limited to working with Company Legal Department and on-site personnel or their designees to validate landowner titles and negotiate agreements as required to secure leases2. Services required to secure necessary permits to drill and complete oil and gas wells. Permits shall include locations and access road construction. Examples include, but are not limited to, road usage, utilities utilization, waste management, water well permits, and well Plan Ruchu.3. Services required to design the locations and access roads and whatever community improvements may be deemed necessary by Company or required by the permitting process.4. Services (including provision of equipment and personnel) required for the construction of drilling locations, access roads, and small community projects (if any).Chevron Polska anticipates drilling 6 to 10 wells per year in Lublin basin in South-Eastern Poland during contract period. Approximate Company’s drilling location size shall be 80 m x 130 m, graded, compacted and prepared for proper drainage and access. It is anticipated that the locations could be topped with cement blocks or other surface reinforcement materials to withstand a 1500 HP drill rig and accessory equipment for a 45–60 day drilling program. Access roads shall be sufficiently wide and of suitable construction to allow rig moving trucks and service providers to make multiple trips in and out of location during the drilling campaign.Economic Operators must be available to begin services to secure the first drilling location no later than on 1.3.2012 and successive locations in one to two month intervals.

Prequalification questionnaire and subsequent follow up checks will be issued to ascertain Econimic Operator(s) capability in the following areas:
Legal status and compliance to all appropriate regulations.
Health, Safety & Environment.
Sytuacja gospodarcza i finansowa:
As per above, Economic Operator(s) will be required to supply requested financial information through a prequalification questionnaire.
Zdolności techniczne i zawodowe:
As per description of service in II.1.5.
Provide certificates of product manufacture to meet specified API and ISO requirements. Demonstrate capability for inventory management.
