Gdynia Container Terminal S.A.

1. Purchase and delivery of 2 items of electrical RTG cranes within the investment project „The construction of infrastructure and purchase of equipment within phase II of building GCT container terminal in Gdynia”.
The place of delivery is the Gdynia Container Terminal S.A., Bulgarian Quay (Nabrzeże Bułgarskie), port of Gdynia (Poland).
Electrical Rubber Tyred Gantry (RTG) crane of the following particulars:
1. Safe Working Load under the spreader (SWL) minimum Q = 41 t.
2. Crane powered by electricity from the power cable reel system (15 KV±15 %, 3 phase, 50Hz±2 %).
3. Auxiliary diesel genset (on each crane, installed permamently, providing easy access and connection) which allows:
a. Passage of the crane to a different parallel sector of the container yard,
b. Emergency moves with the hoist or trolley during e.g. main power failure.
4. Auxiliary connection (socket) connecting to the transformer set LV side in the electric circuit for connecting auxiliary/emergency power with selector switch (choosing basic shore power / power from auxiliary connection).
5. Wheels dimension 18.00-25 or 21.00-25.
6. Equipped in automatic steering for the gantry move (it shall be based on the laser or ultrasonic sensors technology).
7. A spreader capable to handle ISO 20', 30', 40', 45' containers.
8. Storage height: 6 containers + 1 handling level.
9. Storage width: 6 container rows + 1 additional handling line for vehicles.
10. Working conditions with the wind of: 7,5 Beaufort scale.
11. Max load per wheel 38 t – critical condition.
12. Audio system, which consists of a speaker located outside the cabin and of a microphone located inside the operator’s cabin.
13. Warning sensors which stop the gantry unit in front of an obstacle (including obstacles on gantry wheels level).
14. Rewindable shore power cable.
15. Robust tyre guards shall be provided on all wheels.
16. CMS remote station (software).
17. Cabin equipped in wipers and air conditioning.
18. Stationary heating.
19. Spreader levelling control (trim/list/skew system).
20. Computer software, driver, any visualization programs translated into Polish.
21. Possibility for hoisting/lowering of the spreader while driving.
22. All electrical, hydraulic, mechanical systems, devices must be adapted to the climatic conditions prevailing at the Purchaser’s location.
23. Floodlights, Walkways, Stairs, Ladders, Cab lighting systems, based on LED technology (as an OPTION not included in the basic price, with technical specification).
24. Ladders or stairs on the second leg of the Crane to the top of the crane (second emergency way from the cabin to the ground).
25. Operating rated speeds:
— Gantry travel speed (90 m/min),
— Trolley speed (70 m/min),
— Hoisting/lowering speed: with rated load (25 m/min), with empty spreader (60 m/min).

Informacje prawne, ekonomiczne, finansowe i techniczne
Warunki uczestnictwa
Zdolność do prowadzenia działalności zawodowej:
1. Have authorizations to perform activities related to the object of the purchase.
2. Ensure proper performance of the object of the contract.
3. Have the economical, technical, organizational potential and suitably qualified staff.
The Tenderer must submit the documents and statements listed below confirming that:
1. It accepts all the conditions set out in these Detailed Order Conditions;
2. It is entitled to act in legal transactions, in accordance with applicable law;
3. It has necessary knowledge and experience to perform the contract;
4. It represents financial position that ensures the performance of the contract;
5. It has the third party liability insurance in the amount not less than EUR 3 000 000.
6. No bankruptcy proceedings are instigated against it, nor its bankruptcy has been declared or has been put under liquidation.
7. It is not included on the list of debtors of the National Debt Register;
8. It is in no arrears in making payments under public or legal title.
Sytuacja gospodarcza i finansowa:
1. Represent financial position that ensures the implementation of the contract:
a. No bankruptcy proceedings are instigated against it, nor its bankruptcy has been declared or has been put under liquidation,
b. Has the third party liability insurance in the amount not less than EUR 3 000 000.
c. The current ratio (current assets/current liabilities) achieved by the Contractor for the last financial year is not less than 1.0.
The following should be added to the Tender:
1. Current evidence of business registration in accordance with the law of the country where the Tenderer is registered;
2. Annual balance and financial report for the last accounting year accompanied by the auditor's opinion, or equivalent evidence of financial condition – as appropriate for the Tenderer’s seat.
Zdolności techniczne i zawodowe:
If the Tenderer, demonstrating compliance with the conditions for participation in the Tender Procedure, relies on the knowledge, experience, technical potential, people or the financial capabilities of other entities, regardless of the legal nature of their relationship, the Tenderer must prove that it will have the resources necessary to perform the contract, in particular for this purpose by presenting a written undertaking by those entities to put the necessary resources available for their use in the implementation of the contract.

Minimalny poziom(y) standardów:
1. Description of Contractor’s experience connected with the object of the contract.
2. The list of performance by Tenderer at least one task connected to the object of the Order with following technical conditions:
a. Rubber Tyred Gantry Crane,
b. Crane powered by electricity from the power cable reel system (cable reel system + energy supply cable),
c. Safe Working Load (SWL) under the spreader minimum Q = 41 t,
d. Storage height: 6 containers + 1 handling level,
e. Storage width: 6 container rows + 1 additional handling line for vehicles,
3. Conditions and description of construction technology, starting up, delivery and unloading of the Equipment;
4. Delivery terms according to INCOTERMS 2010 - DAT Gdynia Container Terminal in the Port of Gdynia.
5. Insurance of Equipment until its taking over by the Purchaser, as attested by an appropriate Takeover Certificate.
6. Payment Schedule in accordance with the model in Appendix 2 - Form of Tender.
7. Detailed timetable for implementation of construction of the Equipment being the object of this Tender.
8. The schedule of delivery and start-up of the Equipment.
9. Declared power consumption by individual mechanisms according to the model in Appendix 2 - Form of Tender.
10. Declared maximum wheel loads according to the model in Appendix 2 - Form of Tender.
11. Technical option list (Appendix 2 – Form of Tender).
12. Summary of technical particulars of the proposed materials to be used to fulfil the object of the Order.
13. Schedule of training in operation and maintenance including: date, time and content of the training.
14. Information about after-sales service support, including designation of a representative of the Tenderer responsible for this cooperation.
15. Information on acceptance of the fact that the execution of the Contract will be governed by the law of the Republic of Poland and that the official language will be English.
16. Information about the place from where the Equipment will be sent to the Purchaser. Important is information whether the Equipment comes from the EU and/or whether the site is covered by the rules of free zones.
17. Precise technical specification of the Equipment.
18. Information whether the equipment has an EC declaration of conformity.
19. The list of standard spare parts according to Appendix 2 - Form of Tender (with the price lists).
20. Basic drawings of the diesel genset, auxiliary connection.
21. Information about all anticollision systems on crane.
Realizacja zamówienia
Wymagane depozyty i gwarancje:
1. Performance guarantee amounting to 10 % of the total contract price as set out in Appendix 3 - Form of Bonds – warranty on demand
2. Two warranty terms for the Equipment shall be given by the Contractor:
a. Warranty term for all electrical, mechanical and hydraulic components (Warranty 1.) This warranty shall be for a minimum of 24 months from the final takeover by the Purchaser.
b. Warranty term for paint work (Warranty 2.). This warranty shall be for a minimum of 60 months from the final takeover by the Purchaser.
3. Insurance of Equipment until its taking over by the Purchaser, as attested by an appropriate Takeover Certificate.
