Modernization of 4 units of RTG yard cranes

Modernization of power supply for 2 types (4 pieces) of RTG container gantry cranes, the scope of which includes Equipping the cranes with a new 15 kV power supply via flexible cable attached to a socket situated on the container yard which is separate from the existing power supply via high-power generator. The object of modernization includes 2 types of RTG cranes made by 2 different manufacturers:
This task involves 2 types of cranes, made by 2 different manufacturers:
— RTG Crane from IMCC/GPC manufactured in 2005 UAE — 1 unit,
— RTG Crane from ZPMC manufactured in 2008 China — 3 units.
For both types of cranes it is expected to introduce an additional power supply system with a flexible cable feeding device using 15 kV voltage from the outlet located at the storage yard. It is also expected to leave intact the existing power system, i.e. the high power generator.
Design (in agreement and acceptance with the Polish Transportation Supervision — TDT), manufacturing,assembly and carry out the tests of the necessary devices which are needed for safe and reliable way to supply the above cranes with electricity via a flexible cable from the socket located in the container placed on the container yard, and that the control systems, and safety of these systems are properly integrated with existing control systems on the cranes.
The above modernization shall be based on power cable reel with all necessary drive and control mechanisms. To ensure the functionality, reliability and safety of operation in the above solution, the Purchaser puts conditions and technical requirements on the various elements and components which are presented in the Technical Specification.
The required order of the modernization is presented in Appendix 2 to the Conditions of Contract — Schedule of Commissioning. The Purchaser does not allow to shut down more than 1 unit crane at the same time in view of the operational problems.
Is permissible to use equivalent technological solutions to those presented in this DOC and Technical Specification. In order to propose equivalent technological solutions, the Tenderer should fill in Part IV Deviation List of the Form of Tender.
The additional, precise technical specification presenting the acceptable technical parameters together with their equivalent counterparts, can be found is in ‘Part III: Technical specification'.

This tender procedure is executed according to the articles 70 http://www.gct.pl/en/terminal/tenders/tenders-in-2015 The offer must be written in Polish (1 copy) and English (1 copy), under the terms of this DOC, should have the written form (additionally the offer: 1 in Polish and 1 in English language must be delivered on cd/dvd disk together in .pdf file) and size not larger than A4 size. Larger sheets shall be folded to A4 format. Documents written in a foreign language shall be submitted in the original or a copy, together with a translation into Polish,certified by the Contractor.

Krótki opis:

Present the current evidence of business registration in accordance with the law of the country of registration of the tenderer.

Written statements (according to the attachments 2 and 3 from DOC), that:

— It accepts all the conditions set out in these Detailed Order Conditions;

— It is entitled to act in legal transactions, in accordance with applicable law;

— It has necessary powers to perform the contract;

— It has necessary knowledge and experience to perform the contract;

— It represents financial position that ensures the performance of the contract;

— No bankruptcy proceedings are instigated against it, nor its bankruptcy has been declared or has been put under liquidation;

— It is in no arrears in making payments under public or legal title;

— Has the third party liability insurance covering the area of the activity;

— Agrees that the Purchaser can check the submitted information in the…

Sytuacja gospodarcza i finansowa:

A) Paid-up policy, in case of her lack other document confirming that the contractor is insured against civil liability in respect of their activities related to the contract, in the amount of not less than 1 000 000 PLN (1 000 000 EUR).

b) The current ratio (current assets/current liabilities) achieved by the Contractor for the last financial year is not less than 1.0. Calculation of the current ration may exclude current receivables and current liabilities with the shareholders.

c) Information from bank (certificate), in which the Contractor has a basic bank account, issued not earlier than three months before the deadline for submission of offers, confirming that the contractor has a financial position or a credit capacity in the amount of not less than 1 000 000,00 PLN.

Zdolności techniczne i zawodowe:

The Purchaser considers this condition fulfilled if the Supplier demonstrates that: in the last 5 years, or if the period of its business activity was shorter — in this period — made or modernized at least 2 systems of power supply bigger than 1 kV for cranes or handling equipment using cable drum reels.

1. Companies, from Poland and from abroad, may participate in the Tender Procedure that:

1.1. Polish, authorised to perform the object of the order by an administrative decision of the Polish Transportowy Dozór Techniczny (TDT);

1.2. Foreign, with their registered office in EU member country or the Republic of Turkey, with the object of the order being manufactured in accordance with the law of said country;

1.3. Foreign, with their registered office in EFTA member country being the party to the agreement on the European Economic Area (EEA), with the object of the order being manufactured in accordance with the law of said country;

1.4. Foreign, that have gained authorisation to perform the object of the order from the Polish Transportowy Dozór Techniczny (TDT);

1.5. Guarantee proper performance of the object of the contract;

1.6. Have the economical, technical, organizational potential and suitably qualified staff;

1.7. In case of companies mentioned in points 1.1) and 1.4) the Purchaser reserves the right to from time to time check the documents and technical conditions constituting the basis for the issuing of the authorisation by TDT in regards of the object of the order.

Realizacja zamówienia
Wymagane depozyty i gwarancje:

1. The tenderer entering into the procedure shall pay a deposit 50 000 PLN.

2. The contractor will provide a warranty for Equipment for a minimum of 24 months counted from the Final Acceptance Certificate.

3. The Purchaser shall require the contractor whose tender is accepted, provide a performance bond for 5 % of the gross price stated in the offer.

The contract may be awarded to contractors who meet the conditions for participation in the tender procedure, in particular on the economic and financial position to perform the contract — Purchaser considers this condition to be satisfied if the contractor (in case of a group of entities submitting a joint offer, the requirement must be fulfilled by the group) has liability insurance in respect of their activities related to the contract, for the amount not less than 1 000 000 PLN (1 000 000 EUR) and have the financial resources or the credit rating of not less than 1 000 000 PLN.

Forma prawna, jaką musi przyjąć grupa wykonawców, którym zostanie udzielone zamówienie:

Legal person or an organizational unit without legal personality. Contractors applying jointly for the order must appoint an attorney to represent them in the proceedings or to represent them in the proceedings and the conclusion of the contract.

Inne szczególne warunki:

1. In appropriate cases, the Purchaser may, at any time prior to the deadline for submission of the offers, change the content of the DOC. The change in DOC, Purchaser shall:

— publish it on its website;

— forward to all Tenderers who received DOC.

If the change in the content of DOC leads to a change in the tender notice, the Purchaser shall provide a notice about additional information, information on incomplete procedure or correction in electronic way to the Official Journal of the European Union and shall change the information on board located in the Purchaser's headquarters.

The Purchaser will extend the deadline for submission of the offers, if the change in DOC content is significant. The Purchaser will inform about the extension of the deadline for submission of the offers on its website, on board located in the Purchaser's headquarters, in notice sent to the Official Journal of the European Union.

Additionally, The Purchaser shall send an information about the extension of the deadline for submission of the offers to all tenderers who received DOC. Changes in the content of DOC are always binding for tenderers;

About any change connected with the procedure Purchaser shall send a notice to the Official Journal of the European Union and publish it on board located in the Purchaser's headquarters;

2. The Purchaser reserves the right to cancel the tender or invalidate the tender procedure without giving the reasons on each stage of the tender procedure. The Purchaser shall notify all tenderers by notice on the website and in the event of cancellation of the procedure after the deadline for submission of offers shall inform on writing all tenderers who submitted their offers.

3. This procedure is conducted in Polish language. English documentation will assist the procedure.
