Technical Support to Component 4A and Modernization and Development of a Hydrological and Meteorological Modeling System.
The Government of the Republic of Poland has received financing from the World Bank toward the cost of the Odra-Vistula Flood Management Project (OVFMP) and intends to apply part of the proceeds for consulting services.
The purpose of consulting services (“the Services”) to be provided by the selected Consultant is to support the Institute of Meteorology and Water Management National Research Institute (IMGW-PIB) and its duty for National Hydrological and Meteorological Service (PSHM), in an effective and timely implementation of the Project tasks, focused on the strengthening of IMGW-PIB’s institutional capacity of the monitoring and forecasting of meteorological and hydrological phenomena in the whole territory of the Republic of Poland.

The purpose of consulting services (“the Services”) to be provided by the selected Consultant is to support the Institute of Meteorology and Water Management National Research Institute (IMGW-PIB) and its duty for National Hydrological and Meteorological Service (PSHM), in an effective and timely implementation of the Project tasks, focused on the strengthening of IMGW-PIB’s institutional capacity of the monitoring and forecasting of meteorological and hydrological phenomena in the whole territory of the Republic of Poland.

The Institute of Meteorology and Water Management – National Research Institute now invite eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The said Services include, in particular:

— Support to the overall management of Component 4 of the Project (Institutional Strengthening and Enhanced Forecasting), including supervision of consultants, planning, procurement support, financial management, monitoring and reporting on the Project implementation activities,

— Identification and analysis of alternative models for rainfall-runoff modeling, 1D and 2D hydraulic models, hydrological models, marine and coastal zone models, etc.,

— Procurement, installation and development of selected hydrologic and hydrological models,

— Preparation of terms of reference and request for proposals for a now-casting and flash flood forecasting system in accordance with World Bank procedures,

— Development and implementation of integrator for overall hydrological modeling system,

— Development of graphical user platform for entire hydrological and hydraulic system,

— Training for the IMGW-PIB’s management staff, operators of implemented models/ systems.

A Consultant will be selected in accordance with the Quality- and Cost-Based Selection (QCBS) method setoutin the World Bank’s Consultant Guidelines.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selectionand Employment of Consultants under IBRD Loans and IDA Credits and Grants by World Bank Borrowers,January 2011, revised July 2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate to enhance their qualifications. The “association” may take the form of a Joint Venture or a subconsultancy. In case of a Joint Venture (JV), all members of the JV will be evaluated jointly for the purpose of short listing and shall be jointly and severally liable for the assignment and shall sign the contract in case of award is made to that JV group. In the Expressions of Interest, the consultants shall provide information separately showing the experience and qualifications of all the partners in the Joint Ventures.

Interested consultants should clearly indicate the structure of their “association” and the duties of the partners and subconsultants in their application. Unclear expression of interests in terms of “in association with” and/or “in affiliation with” and etc. may not be considered for short listing. Keeping one expression of interest per firm as principle, a consultant firm may decide whether it wishes to participate as a subconsultant or as an individual consultant or as a partner in a joint venture. Please note that a firm shall submit only one EOI in the same selection process either individually as a consultant or as a partner in a joint venture. No firm can be a subconsultant while submitting an EOI individually or as a partner of a joint venture in the same selection process. A firm, if acting in the capacity of subconsultant in any consultant or JV, may participate in more than one consultant, but only in the capacity of a subconsultant.

Zdolności techniczne i zawodowe:

Experience in providing overall project management support for similar types of activities in Projects supported by international financing institutions.

Experience in designing and implementation of the information systems for meteorology and/or hydrology.

Experience in integration of multiple hydrologic and hydrological models.

Experience in designing and implementation of operational meteorological and hydrological modeling systems.
