State Water Holding Polish Waters, Regional Water Management Authority in Cracow now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
1) Experience in preparing studies, concepts or multi- criteria analysis for hydraulic/flood protection projects with an understanding of; but not limited to the requirements of both Polish and EU regulations.
2) Experience in preparing Feasibility Studies for hydraulic/flood protection projects.
3) Experience in development of hydrological and/or hydraulic models being elements of studies, concepts or multi-option programs/analyses for hydraulic/flood protection projects.
4) Experience in planning and preparation of large water management projects.
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers, January 2011, revised July 2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest. Consultants may associate with other firms in the form of a joint venture or a subconsultancy to enhance their qualifications. In the case of a Joint Venture (JV), in order to create a short list, all members of the JV will be evaluated jointly and should be jointly and severally liable for the assignment and sign the contract if it is awarded to this JV. In their Expression of Interest (EOI), the Consultants should, separately for each member of the Joint Venture, present information on their experience and qualifications. Interested Consultants should clearly specify the form of cooperation and indicate in their application the obligations of the JV partners and sub-consultants. Any unclear wording in the Expression of Interest, containing phrases such as “jointly with” and/as well as “in association with”, etc., may be the reason for not including the Consultants in the short list. The rule is that any firm submits one expression of interest in which it indicates whether it is participating as a sub-consultant, an individual consultant or a Joint Venture partner. One should remember that a consulting firm may submit only one EOI in the same selection process, either individually or as a Joint Venture partner. If a Consultant, including any Joint Venture member, submits or participates in more than one proposal, all such proposals shall be disqualified and rejected. A firm participating as a sub-consultant or a Joint Venture member may participate with other consultants, but only as sub-consultant.
A Consultant will be selected in accordance with the Quality- and Cost-Based Selection method set out in the Consultant Guidelines. Payments under this assignment will be made based on a lump-sum contract. Further information can be obtained at the address below during office hours, i.e. from 8:00 to 15:30 hours.
Expressions of interest must be delivered in a written form to the address below (in person, or by mail, or by email to be promptly confirmed in writing) by April 27, 2022.
